A declassified top-secret document starting that ambassador Muccio received a massage from Vice president
Kim seong-su, stressing “return of the 20,000 abducted South Korean civilians as most important issue in connection

armistice, particularly as so many much needed leaders were among the group”.

[해설]

휴전협상에서 협의할 남한민간인 납북문제에 관한 미국의 입장에 대한 문서다. 주한 미 무초 대사가 남한민간인 납북에 관한 남한의 움직임을 파악하여 보고한 일급비밀 문서다. 당시 김성수 부통령이 2만 명의 납북된 한국인들 중 매우 필요한 지도자들이 있어서 이들의 송환이 휴전협상에서 가장 중요한 문제로 다루어져야 함을 강조하는 전갈을 보내 왔음을 본국에 보고하고 있다.
