<Commentary>
North Korea attacked Seoul at dawn, 4 AM, on June 25, 1950, and their forces
overtook the entire city by June 28. At
that time, as the general mobilization orders to all the provinces concentrated
on building the frontlines, there was a shortage on manpower in PyeongYang. In particular, there was a high demand for
more specialized vocational technicians. Therefore, North Korea¡¯s secret service issued
an order - ¡°Special Stipulation Regarding Skilled Technicians¡± - to carry out
this operation as quickly as possible.
While we don¡¯t have the actual written regulations relative to the
application of this law (order), it is evident that North Korea abducted private
civilians in the South to fill the shortage of skilled labor. Especially, just before the recovery of Seoul, large quantities of
farmers, laborers, and other civilians were taken away during the North¡¯s
retreat from the city. Also after
January 4, 1951, when Chinese and North Korean forces had taken over most of
the peninsula, North Korea randomly abducted boys and girls and organized them
into public militia groups, while also forcing them to the join in military
operations against the South.
