‘한국전쟁 납북자 관련 결의안’ 지지 요청서
6·25전쟁납북인사가족협의회

6·25전쟁에서 미국의 주도하에 처음으로 유엔의 깃발아래 ‘평화의 파괴자’에 맞서 한국의 자유와 민주주의를 지켜준 나라들에게 늘 감사한 마음을 가지고 있습니다.

북한은 6·25전쟁 도발 직후 남한 각계의 지도자들(공무원, 학자, 법조인, 언론인, 종교인 등)을 비롯한 민간인들을 사전계획 하에 선별하여 조직적으로 납북했습니다. 그들의 수는 10만 명에 달합니다. 이는 비전투 민간인들을 위협하여 납치한 반인륜적인 전쟁 범죄입니다.

6·25전쟁 휴전회담에서 유엔 측 대표였던 미국은 납북 남한민간인 문제를 해결하려고 민간인과 공산군포로를 1대 1로 교환할 것을 제안했지만 관철시키지 못했습니다.
북한은 남한민간인 납북범죄를 은폐하기 위해 전력을 다했습니다.

1953년 7월 27일 휴전협정문에 ‘실향사민귀향협조위원회’를 두어 귀향을 원하는 민간인들의 송환을 적극 돕는다고 규정했지만 실향사민을 송환하기로 한 날 북한은 ‘귀향을 원하는 남한민간인은 없다’며 단 한 명도 보내주지 않았습니다.

납북피해자들의 슬픔은 계속되고 있지만 범죄에 대한 적절한 해결이나 범죄자에 대한 처벌도 없이 60년이란 세월이 지났고 이로 인해 동일한 범죄자로 하여금 여기 저기서 계속 범죄를 하도록 조장했습니다.

늦게나마 2010년 한국정부가 6·25전쟁 납북자 특별법을 제정하여 납북피해 진상규명 등 문제해결에 나서게 되었습니다. 그러나 한국정부의 노력만으로는 전쟁납북자 문제해결에 한계가 있습니다.

우리 가족회는 지난 5월 미국 의회를 방문하여 이 문제와 관련한 의회 결의안에 대해 처음으로 호소한 바 있습니다.

감사하게도 6·25전쟁 휴전협정일인 2011년 7월 27일에 찰스 렝겔 의원이 결의안 ‘Calling for the repatriation of POW/MIAs and abductees from the Korean War’를 발의했습니다.

우리는 국제사회에 6·25전쟁 납치문제를 널리 알리고 북한에 그 범죄에 대한 책임을 지도록 압박하는 이 의회 결의안에 대한 적극적인 관심과 지지를 부탁드립니다. 이 결의안의 채택은 보편적인 인권과 세계평화에 기여하리라고 확신합니다.

IN THE HOUSE OF REPRESENTATIVES
July 27, 2011
Mr. RANGEL submitted the following resolution; which was referred to the Committee on Foreign affairs
Resolved,That the House of Representatives--
(1) recognizes there are American and South Korean prisoners of war and civilian abductees from the Korean War who are still alive in North Korea and who want to be repatriated;
(2) calls upon the United States Government to resume search and recovery operations in North Korea for remains of American POWs;
(3) recommends that the United States and South Korean Governments jointly investigate reports of sightings of American POW/MIAs;
(4) encourages North Korea to repatriate any American and South Korean POWs to their home countries to reunite with their families under the International Humanitarian Law set forth in theGeneva Convention relative to the treatment of Prisoners of War;
(5) calls upon North Korea to admit to the abduction of more than 100,000 South Korean civilians and reveal the status of the abductees; and
(6) calls upon North Korea to agree to the familyreunions and immediate repatriation of the abductees under the International Humanitarian Law set forth in the Geneva Convention relative to the Protection of Civilian Persons in Time of War.
