Korean War Abduction Pictorial History

Introduction
People of No Return, a photo book containing information in both
Korean and English, was published at the end of 2012 to inform
the world of the Korean War abduction issue, which still remains
unresolved.

The publication of People of No Return ¥±, the 2013 revised edition,
comes in response to demand both at home and abroad and requests
from new members of the Korean War Abductee¡¯s Family Union
(KWAFU) whose family pictures were not included in Part Three of
the first edition. The revised edition, now available for sale, contains
pictures of the abductees and the main activities of KWAFU in 2013.

Part 2 of this book contains core documents and critical evidences
of the Korean War abduction including abductee lists, which prove
the denial of North Korea on the abduction to be an absolute false
claim. Part 3 contains faded pictures of the abductees and their
families. Unfortunately, only 200 families out of 400 members of
the Korean War Abductee¡¯s Family Union(KWAFU) keep the photos
of the abductees. The photo-collecting was a time-consuming work.
Whenever a new member joined the KWAFU, we asked for the photos
of the abductees and scanned them to build a photo database. We
also made phone calls to the abductees¡¯ families to check if we
missed anything. It is not an exaggeration to say that we put the most
energy into colleting these photos.

The appendix briefly introduces the activities of the Association
of Families of Persons Kidnapped at the time of June 25th
Incident(KWAFA) and KWAFU with documents and photos.
Documents on heart-breaking activities of the KWAFA, which was
established right after the recapture of Seoul on September 28, 1950,
are kept in the National Archives of Korea. This book only contains
the most critical and representative materials. The photos of the
KWAFU, which was re-established in 2000 on the spirit of the
KWAFA, are included in this book as well.

Glimpse
the Korean War abductees are
100,000 Republic of Korea nationals who are the South
Korean civilians forcibly abducted by North Korea from
the South Korean territory which was occupied by the
North after its invasion to the South in June 1950. Among
them were about 20,000 well-educated leaders of all fields
including public officials who had contributed to the nationbuilding
of the Republic of Korea. Massive number of young
men were taken and forcibly conscripted into the North
Korean troops to continue the war

the cause of the abduction
The Communist North Korean regime, established in the area
north of the 38th parallel upon liberation from the Japanese
occupation in 1945, undertook a large-scale confiscation of
private properties and purged landowners, religious people,
pro-Japanese people and so on. As a result, a great number of
the targeted educated people escaped from the North to the
South, creating a dearth of talent in the North. Therefore, as
witnessed in the documents shown below, it can be drawn
that abduction of the South Korean civilians was carried out
under a premeditated plan to make up for the shortage:

criminality of the Korean War abduction issue and
resolution there of
Organized abduction of unarmed civilians by pinpointing
on predetermined targets under a premeditated plan, taking
advantage of such extraordinary situation of a war and not
returning any of them, clearly constitutes a wartime crime by
any international legal standards. Furthermore, North Korea
keeps denying the abduction itself, despite existence of many
proofs, giving no information on the fate of the victims,
thereby adding to the agony of the remained families. It is,
therefore, an ongoing war damage.

with wartime abduction
3. Adoption of the U.S. Congressional resolution on the
Korean War Abductees(H.Res376 Adopted by HR in
Dec. 2011)
4. Re-designation of North Korea as a state sponsor of
terrorism
5. Requesting to the UN, ICRC, and international human
rights organizations for cooperation and to enhance
awareness of the issue
6. Coalition among victim countries and of abduction and
legal action under international law
