The North Korean regime forfeited private properties and purged most of landowners, religious leaders and pro-Japanese people during its hurried establishment of socialistic system, which resulted in migration of more than three million North Koreans, including intellectuals and leaders of society most probably to be purged, to South Korea, leaving the North in a vacuum in terms of human resources.
